Draft Flood Risk Management and River Basin Management Plans Consultation

Flood risk management plans (FRMPs) explain the risk of flooding from rivers, the sea, surface water, groundwater and reservoirs and the first FRMP’s were published in March 2016 setting out how organisations, stakeholders and communities will work together to manage flood risk.

Risk Management Authorities include the Environment Agency (EA), Local Councils, Internal Drainage Boards, Highways England, and Lead Local Flood Authorities (LLFAs).

FRMP’s must be reviewed, updated, and published every 6 years by the Environment Agency and LLFA’s which is a requirement of the Flood Risk Regulations 2009.

The second cycle FRMPs for 2021 to 2027 has been drafted and Harrow Council have been working on the draft with the EA on behalf of our residents so please participate and make your views known on this consultation.    

River basin management plans (RBMPs) set out how organisations, stakeholders and communities will work together to improve the water environment and  support the government’s framework for the 25 year plan allowing local communities to find more cost-effective ways to take action to further improve our water environment.

The Environment Agency must review and update RBMPs every 6 years and is now underway.

Draft Flood Risk Management Plans

A 3 month public consultation on draft Flood Risk Managament Plans is taking place from 22 October 2021 to 21 January 2022.

The draft FRMPs are strategic plans that have actions to address surface water and river and sea flooding.

The Environment Agency has worked with Lead Local Flood Authorities and other Risk Management Authorities to produce them.

We invite you to submit your views on the draft FRMPs on the Environment Agency’s online consultation hub before 21 January 2022.

Draft River Basin Management Plans

A 6 month public consultation on draft River Basin Management Plans will take place from 22 October 2021 to 22 April 2022. The draft RBMPs are strategic plans for protecting and improving the water environment.

We invite you to submit your views on the draft RBMPs on the Environment Agency's online consultation hub before 22 April 2022.

The Environment Agency has co-ordinated the preparation of the draft FRMPs with draft RBMPs for both managing flood risk and the water environment. Find out more about FRMPs here and RBMPs here.
