Introduction

The council would like to use new powers to get tough with people in Harrow Town Centre who:

  • Urinate, defecate or spit in public places
  • Cause nuisance on scooters, bikes and other vehicles
  • Beg
  • Play amplified music
  • Seek financial agreements in the street
  • Place tables, furniture or other fixings on the street without permission
  • Feed birds, leading to damage to the area
  • Distribute leaflets

To use these powers we’d have to introduce what’s known as a Public Space Protection Order (PSPO). A PSPO would allows us to act quickly when we see these environmental crimes being committed. The order would allow us to issue fines in these cases without having to go through the lengthy and expensive process of taking the matters to court. Not only do PSPOs make it easier for us to take action, but we hope will also make people think twice before acting anti-socially.We also want to use it to hear from you about environmental problems in your area, so that we can target the bits of Harrow worse affected.Thank you for taking part in our survey – we’re really interested in hearing your views on environmental problems in Harrow.
